School of Economics and Management Holds Series of Seminars on Implementing the OBE Concept (Public Affairs Management Chapter)
To deepen education and teaching reform and implement the Outcome-Based Education (OBE) concept, the Public Affairs Management Program of the School of Economics and Management, Tianjin University of Science and Technology, recently held a special seminar themed “Improving Talent Training Quality of the Public Affairs Management Program with the OBE Concept under the Background of New Humanities and Social Sciences”. All faculty members of the Department of Public Affairs Management attended the meeting.
The seminar carried out in-depth discussions revolving around the OBE concept with “students’ competence output at its core”. Teachers agreed that high-quality development and new-quality productive forces are defining features of the new era. Adapting to the development trend of New Humanities and Social Sciences has become a critical issue for program development. The Public Affairs Management Program should actively respond to the demand for modernization of national governance, embed the OBE teaching concept into its talent training system, and cultivate interdisciplinary talents equipped with digital literacy and public service competence by adopting reverse curriculum design and strengthening practical teaching. The reform focuses on “three shifts”: shifting from “what to teach” to “what students learn”, from “classroom-centered” to “competence-centered”, and from “single-dimensional evaluation” to “multi-dimensional evaluation”.
During the discussion, teachers put forward concrete reform measures in light of program realities: first, restructure the curriculum system and add courses related to digital public governance; second, innovate teaching methods and promote Project-Based Learning (PBL); third, improve practical training and expand off-campus internship bases.
This seminar has charted the direction for the transformative development of the Public Affairs Management Program. Guided by the OBE concept, the program will continuously improve the quality of talent cultivation and deliver more public management talents to society who can meet the demands of the new era.
